A person arrested in Russell County may appear in the authority's roster and be housed at Abingdon even though Russell County's primary local jail-reference point is Duffield.
Abingdon holds regional jail detainees from SWVRJA member jurisdictions. The population may include pretrial defendants, local sentenced inmates, people awaiting transfer, and inmates with court or agency holds. Because the roster is regional, the facility field matters. The same name search may show an Abingdon result, a Duffield result, another SWVRJA building, or no current jail record if the person was released or moved to another custody system.

During 2025, new admissions were 5,101 males and 1,361 females. Average daily population was 669 males and 186 females, for a total ADP of 855.

Abingdon is a separate SWVRJA facility from Duffield. Before a visit from Russell County, check the roster or call SWVRJA because an inmate may have been assigned to, or moved from, the Abingdon building.
Abingdon Facility Visit Schedule
Abingdon follows SWVRJA's Smart Communications video visitation system. Visits are scheduled through SmartInmate, must be booked 24 hours in advance, and may be booked up to two weeks ahead. Remote sessions are 15 minutes and cost $0.33 per minute when connected. Visitors need valid picture ID and must be on the inmate's approved list.
SWVRJA says all sessions are subject to monitoring and recording. Its posted page also says onsite sessions are suspended due to COVID-19 CDC regulations. Since that text may be stale, verify the current onsite status with Abingdon before driving.

Abingdon Facility Records FOIA
SWVRJA's FOIA page names Melissa White as FOIA officer. Send regional jail records requests to P.O. A clear request should include the inmate's full name, date range, facility if known, and whether the request seeks a booking record, custody record, mail record, or another jail document.
Virginia FOIA request procedure is set by Virginia Code section 2.2-3704. Criminal investigative records and law-enforcement records may be handled under section 2.2-3706. Jail records and sheriff incident reports may have different custodians, so route requests by record owner.
Abingdon Facility Booking Intake
For a Russell County arrest, booking starts after the arresting officer, magistrate, or court process determines the person must be held. SWVRJA intake creates the jail custody record, takes identification and property information, handles screening, and assigns the person to a facility. The public roster may then show the person as current custody if the record is published.
Some people do not stay in SWVRJA after court action. A felony sentence, state probation or parole matter, or CCAP placement may move the lookup path to the VADOC inmate and supervisee locator. A federal or immigration hold may require BOP or ICE search tools instead.
