Haysi Facility Inmate Overview

The Haysi Facility is an official Southwest Virginia Regional Jail Authority building at 1550 Kiwanis Park in Haysi. It is a regional jail, not a Russell County standalone jail. A person arrested in Russell County can be booked into the SWVRJA system and assigned to any authority building, depending on operations, bed space, classification, court transport, and security needs.

Haysi holds regional jail detainees from SWVRJA member jurisdictions. That may include pretrial defendants, people serving local jail sentences, inmates waiting on court action, and inmates with holds from other agencies. The building should not be confused with Appalachian Men's Community Corrections Alternative Program, which is a VADOC community-confinement program and uses the VADOC locator.

Haysi Facility Population Stats

The 2025 Virginia Board of Local and Regional Jails capacity report lists Haysi with 455 permanent beds, 57 temporary beds, 44 special-purpose beds, 499 actual capacity including double-bunking, and 257 rated capacity. Those are building figures. They do not isolate Russell County detainees because SWVRJA serves a regional population.

The research did not locate a Haysi-specific PREA ADP figure comparable to the Duffield, Abingdon, and Tazewell annual reports. The authority-wide 2025 BLRJ report lists SWVRJA combined ADP as 1,698.22 for the July 1, 2024 through June 30, 2025 reporting period. Presenting that number as a Haysi-only daily population would be inaccurate.

Haysi Facility Roster Search

Haysi inmate search starts at the official SWVRJA current facility inmates page. That page links to the JailTracker roster, which covers the authority's current inmates. The roster may show the facility, booking date, booking or jacket fields, charges, court data, bond fields, holds, and status details when configured for public display.

1. Open the SWVRJA current-inmate page and select the official roster link.
2. Search by last name, then first name if needed.
3. Enter any captcha code shown by the roster app.
4. Open the record and verify that the facility field says Haysi.
5. If the person is not listed, check release, VADOC transfer, federal custody, ICE custody, or court-only status.

A Russell County inmate search should distinguish the arresting agency from the holding agency. Russell County deputies or town police may make the arrest, but SWVRJA operates the jail. Formal court records after the arrest are searched through Virginia court systems, not through the Haysi jail page.

Haysi Facility Address

The Haysi contact line is the practical point for facility-specific questions after the roster shows a Haysi assignment. Public-record requests still go through SWVRJA's FOIA officer. Sheriff incident reports go to the arresting law-enforcement agency.

Haysi Facility Visit Schedule

Haysi follows the SWVRJA video visitation rules through Smart Communications and SmartInmate. Remote visits must be scheduled 24 hours prior and can be scheduled up to two weeks in advance. Each session is 15 minutes, the posted remote cost is $0.33 per minute, and visitors must provide accepted picture ID.

The approved visitor list matters. SWVRJA also states that all visits are monitored and recorded. The posted page says onsite visitation is suspended due to COVID-19 CDC regulations, but that text should be verified with Haysi before travel because posted operational language can lag current practice.

Haysi Facility Mail Money Phone

Regular Haysi mail goes to Smart Communications-Southwest Virginia Regional Jail - Haysi Jail, Attention To: inmate name-ID number, P.O. Box 9112, Seminole, FL 33775. Mail is scanned to kiosks or tablets. The envelope or postcard must show the inmate name and ID number clearly. SWVRJA warns not to send originals that must be returned.

Legal mail and money orders for Haysi go to inmate name, P.O. Box 535, Haysi, VA 24256. Money orders must include the sender name, return address, and inmate ID. The lobby kiosk accepts cash, credit, and debit 24/7. Cash kiosk deposits carry a $3.25 fee. Online deposits use JailATM, and Smart Communications handles phone accounts, voicemail, and messaging.

Virginia Code section 2.2-3704 governs public-records request procedure, while section 2.2-3706 addresses law-enforcement records and criminal investigative files. Booking records, arrest reports, and court records can have different custodians. A jail booking record request is not the same as a sheriff incident-report request.

Haysi Facility Booking Intake

Haysi intake follows the SWVRJA jail process. After arrest, a magistrate or court may release the person or order detention. If the person is held, SWVRJA intake creates the custody record, handles identification and property steps, performs screening, and assigns the inmate to a facility. The roster may update after those entries are made public.

Not every missing roster result means bad data. The person may have posted bond, been released on recognizance, been moved to VADOC after sentencing, been held in federal custody, or have a court case without current jail custody. VINELink can also be used for custody notification.

SWVRJA's PREA page lists the Haysi Facility contact as (276) 679-7880 ext. 3071. The authority states a zero-tolerance policy for inmate sexual abuse, sexual assault, staff sexual misconduct, and harassment. PREA reports and contacts are useful for facility accountability, but they do not replace the current-inmate roster.
